ABSTRACT The major purpose of this paper is to analysis the Right of Children and how the present circumstances would causes abuse and exploitation The groups that are most discriminated against in India there are the indigenous children, orphaned and abandoned children, children in street situation, children with disabilities, children affected by Health problems, girl children, and scheduled caste and scheduled tribe children. In the course of the study, I have depended on the guidelines given by the Indian judiciary in connection with the right to ensure the rights of child which the state has the mandatory responsibility to be fulfil. It is urgent need for critical analysis relating to State and judicial responsibilities in this scenario is very much important in India as a democratic country. For India the children are discriminated against because of age, gender, religion, social and caste system and they are discriminated from accessing quality education and health services. This paper also examines , analysis and reviews how legislative and judicial institutions are engaging in the smooth implementation of the Govt policies and principles for the protection of this vulnerable even in the pandemic situations . And in result of the study it is vehemently emphasized that in post covid-19 the children will have to face certain adverse impacts like , child labour, bonded labour ,Abandonment ,Procuration of Minor Girls so it is for the welfare State to frame strategy especially in collaboration with the psychologist , social workers , NGOs should be framed to secure the inherent rights of the child.

Education is one of the most powerful weapon for reducing poverty and inequality. education is equally key to enhance India�s competitiveness in the global economy. Therefore, ensuring access to quality education for all, in particular for the poor and rural population, is central to the economic and social development of India. The global lockdown of education institutions is going to cause major (and likely unequal) interruption in students learning; disruptions in internal assessments; and the cancellation of public assessments for qualifications or their replacement by an inferior alternative. This column discusses what can be done to mitigate these negative impacts. The COVID-19 pandemic is first and foremost a health crisis. Many countries have (rightly) decided to close schools, colleges and universities. The crisis crystallises the dilemma policymakers are facing between closing schools (reducing contact and saving lives) and keeping them open (allowing workers to work and maintaining the economy). The severe short-term disruption is felt by many families around the world: home schooling is not only a massive shock to parents� productivity, but also to children�s social life and learning. Teaching is moving online, on an untested and unprecedented scale. Student assessments are also moving online, with a lot of trial and error and uncertainty for everyone. Many assessments have simply been cancelled. Importantly, these interruptions will not just be a short-term issue, but can also have long-term consequences for the affected cohorts and are likely to increase inequality.

Detection of abnormal activities is essential but demanding research problem in computer vision. Anomaly detection in video surveillance involves monitoring of the designated area of interest to detect anomalies. Video surveillance is extensively used for a variety of fields, for instance, traffic monitoring, medical monitoring, security guarding, etc. Amid these various research fields, the detection of anomalous events plays a significant role. The goal is to identify abnormal behavior through the use of reliable features by utilizing deep learning methods. To address that, a fusion approach is proposed in videos based on three-dimensional convolutional neural networks (C3D) for extracting spatiotemporal features and convolutional long-short-term-memory (ConvLSTM) to aggregate the features that enhances the accuracy and efficiency of the model. The popular and open source UCSD dataset consisting of two sub datasets UCSD Ped1 and UCSD Ped2 has been used to evaluate the performance of the proposed method. The result demonstrates that we get high accuracy as compared to other approaches which is 94.3% and 92.6% for the first and second datasets respectively.

A chatbot is an artificial intelligence computer program which performs communication using audio and video system. A person can ask any questions and chatbot will answer accordingly. Nowadays a chatbot is highly popular and takes speed as a computer communication application. Chatbot system is in trend, thus it is being used on many websites. With the chatbot, one doesn�t have to wait to talk to the customer helpline, they don�t even have to search for shopping through Websites. A chatbot is used in many areas like order food, product suggestions, customer support, weather, personal finance assistance, scheduled a meeting, search and track flights, send money, and many more. The main objective that we will discuss in this paper is about creating a web API, and also about sample web and text messaging interfaces that demonstrate the use of API. In this research paper we are trying to understand these Chatbots and understand their shortcomings.

In this paper, it is discussed that Real-Time Software Application helps in testing and performance evaluating the Sensor over RS-422 Interface. Rural Economic activities have been the mainstay of the Indian economy. The economy of the entire country is adversely affected if the rural economy does not falter or develop. The concept of rural development was reinforced by Mahatma Gandhi�s idea that the soul of India resides in the villages and until the villages are developed and they are not self-sufficient, the country cannot develop. Broadly rural development is meant to improve the standard of living of people living in rural areas. although there are ideological and theoretical differences in the concept of rural development, in practical terms the concept of rural development is clear, in which rural life is be improved. in the present context, the general meaning of rural development is derived from the economic, social, and political development of rural areas. Under the process of rural development, such a planning policy is adopted, through which the social and economic status of the weaker sections of the rural society can be raised by making optimal use of local resources and make them self-sufficient. Indian economy has seen various ups and downs since its inception on world map. However, Pre-Mughal era, Mughal era, Colonial era, Post-Independence era and Post-Economic Reform era are some of the major sections in which the economic history of India can be divided. The present study focuses mainly on the Post-Economic Reform period or neoliberal era. It tries to elaborate the major reforms which were introduced in Indian economy since 1991. The study finds that although reforms were introduced in almost all the sectors of the economy after 1991, major reforms were introduced in the external sector of Indian economy. Within the external sector; exports, foreign direct investments and external debt were the main players which experienced drastic policy reformulation and implementations.

Medical Images play a crucial role in disease diagnosis. Image segmentation is the process by which a digital image is partitioned into multiple segments (sets of pixels). The main purpose of image segmentation is to simplify the representation of an image so that it becomes easier when it comes to further image analysis, visualization, object representation, and other image processing tasks. Any type of image can be used for segmentation such as grayscale, color, motion, etc. Segmentation techniques are basically used to identify objects in an image for object-based measurements such as the size and shape of the object. In this paper, various techniques that are used for image segmentation are discussed and summarized by emphasizing their characteristics, advantages, and disadvantages. The methods discussed in this paper are thresholding methods, clustering methods, watershed segmentation, and edge-based segmentation techniques.

A watermark is inserted in a cover image in Digital Image watermarking (DIWM), so that the resulting watermarked signal is resistant to any interference induced by either normal data processing in a friendly environment or malicious attacks in an unfriendly environment. Now watermarks are inserted in digital files such that rightful owners can claim control of their records to maintain authenticity. Nevertheless, these images (like fingerprints) are broadcast with greater volume over networks and the possibility for attacks during transmission is a significant concern. Recipients need a system that can validate their image validity. When the files are watermarked so authenticating the files is easy for the user. Nonetheless, deciding that the right image was originally received and transmitted without modification involves the use of data that the user would like not to send (i.e. the watermark itself or the original file).

This study has been undertaken to investigate the effect of soil structure interaction on various properties of R.C. building. In conventional design of structure soil flexibility is ignored which affects the performance of structure. The attempt has been made to describe the effects of SSI on performance of R.C building.. In present study 3 SSI models fixed base, flexible base and elastic continuum model are used. In this study 3 building frames G+5, G+7, and G+10 with 4 bay in both direction were considered. Three types of soil i.e. hard, ,medium hard and soft soil are used for study. The dynamic analysis of structure is carried out using response spectra of IS:1893-2002. The soil flexibility is incorporated in analysis using Winkler approach. Software analysis is carried out using SAP2000 for given structural models. Various structural parameters i.e. natural time period, base shear, roof displacement, beam moment, and column moment are studied. The comparison is made between the approaches SSI models. The study shows that SSI significantly affects the response of the structure.

Agriculture process includes Ploughing, Planting, Watering, Weeding, Harvesting and Delivery. Among different methods of weed controls in agricultural crops, mechanical control has a special place from the viewpoint of its effectiveness, feasibility and flexibility. The development of appropriate mechanized weeding control is a need for increasing productivity and reducing the production cost. The primary purpose of ploughing is to turn over the upper layer of the soil, bringing fresh nutrients to the surface, while burying weeds and the remains of previous crops and allowing them to break down. Ploughs were initially human-powered, but the process became considerably more efficient once animals were pressed into service. The first animal-powered ploughs were undoubtedly pulled by oxen, and later in many areas by horses In industrialised countries, the first mechanical means of pulling a plough were steam-powered but these were gradually superseded by internal-combustion-powered tractors. In this paper Ergonomic Semi-Automated motorised cultivator for agriculture purpose is designed which is be able to plough in 15 inches gap distance in irrigation fields where cattle�s find difficult to pass through. In addition, fertilizer sprayer and pesticide spreader is provided as add on features. The cultivator is designed as per farmers feedback and requirement.

IOT is present up going and future technology, it is estimated that 35 billion things are interconnected by the end of 2025. This project goals at implementing the smart home security and automation system which can access remotely using telegram and control doors based on visitors motion at the door. This project is about managed Door accessibility and voice alerting through Android OS supported mobile phone and receive captured image of visitor at Door as Telegram alert. Smart home security control system has become indispensable in daily life. The design and development of a home security system, based on human motion detection and remotely monitoring technology, to confirm visitor identity and to control Door accessibility has been reported in this paper. This paper describes about the implementation and deployment of wireless control system and accessibility in to a home environment for authenticated people only. The Camera module are used to detect motion and capture images respectively are dedicatedly make the security system alive as per the request. Electromagnetic door lock module operate the door accessibility, has been designed and developed. When visitor motion detected at Door, Camera module interfaced to ARM processor used Raspberry pi capture images, save it on system and send it as Telegram alert via TCP/IP. The concerned authority can control the system and view video stream of camera module through Smart mobile Phone. The system also provided concerned authority to use Android OS supported mobile phone to send command for voice alert when intruder identified. Users can monitor visitors and control the door lock on active Secure Shell page or social media application like telegram. This system finds a wide application in areas where physical presence is not possible all the time. The entire control system is built using ARM1196JZF-K microcontroller and tested for actual use in home environment.

ABSTRACT: Handwriting Identifier is considered as important research field in the filled of forensic and biometric applications. It finds significance in fields like graphically which exploit the physiological performance of the human based on the handwriting. At this time too many technique are available for Handwriting Identifier. Although no one of the techniques is yet proved to be clarify for large number of object. Thats also fact that all the pattern of writing will be differ of any human with the time. HMM is the best technique for the Identifier the writing for large number of object but its vector feature give differ patter Identifier like retina Identifier , used their training and test sample may vary. Therefore in this work we propose a technique for Handwriting Identifier with help of combined SVM and HMM. In this work curvelet transform are used predominantly for alphabet and numeric identify problem and hence are more suitable for this work. SVM is also given good efficiency but not in the large object. Hence we develop a new classifier and show that the method performs better than self-sufficient HMM and SVM classifier.

A major feature of the development of Small and Medium Enterprises is the innovative organizational structure of a business which has been dealt with greater concern. It indicates the nature in which the work, resources and authority have been distributed in a well-organized and consistent manner, to achieve the comprehensive objectives of the business. This study intends to scrutinize the connection between innovative organizational structure and the performance of Small and Medium Enterprises in relation to Sri Lanka. It is clear that this subject has attracted extensive attention during the last few years as shown by the literature review on innovative organizational structures. It is common view that business environment needs organizations to implement innovative approaches to organize their activities to get advantage in the increasingly turbulent market place, as academics and practitioners appear to agree. Nevertheless, the connections between innovative structures and performance continue to be an area which is less studied. Likewise, the activities of major international companies in few business sectors have been considered for many studies of innovative structures. A sample of 383 Small and Medium Enterprise holders were used in this study for the data collection conducted using a structured survey questionnaire. The analysis contained descriptive and inferential statistics. The results indicated that hypotheses of the study tested with the significant, weak positive relationship between the innovative organizational structure and the performance of small and medium enterprises in Sri Lanka. Since, all dimensions were tested and results presented the same outcome, a qualitative component was applied in addition. The best relationship was found to be between Specialization and the Performance of SMEs. The conclusion of the study indicated that the innovation is the most powerful concept in the field of small business to win the competition and survive the future direction but it is still in the initial stage of practical application of Small and Medium Enterprises in Sri Lanka. .

CV/Resumes taken from different professions use different formats, fonts, styling and structuring and vocabulary. We are focusing the concept of Automated Recruitment process and the mail logic behind it is to provide ease to Recruitment Process with the help of Technology. In this paper we are using concept to Text-Mining, Pdf-Mining, tokenization, parts of speech and many other steps which would require to build algorithm for our thesis. Tokenization is a key step in the process of information extraction from the given input CVs, the tokenizer module of natural language processing libraries are compared with regard to per- formance, throughput and applicability. At the later stages the dissertation will look into the inner workings of open-source parsers, measures their precision and recall, comparing the result to the previous CVs. The performance of three commercial resume parsers were also evaluated. Lastly the steps of an iterative development are discussed, by which a new resume parser was developed, where the emphasis was on using the resume�s structural and visual information, rather than relying only on its raw text.We will evaluate the performance of newly developed resume parser is measured, and compare its output to another set of pre-annotated resumes. Each step of the parsing process will be examined closely and recommendations will made for future researches.

The rapid development in technology and science opened incredible possibilities of new technologically embedded teaching learning. The debate on the effectiveness of E-content is still vibrant because of the importance of human presence in learning process is considered essential. The relevance, effectiveness and technological advances in E-learning and E-content development predict the future of E-learning. The revolution in computation has lead to machine learning and artificial intelligence wherein computers can perform functions without human intervention. Academia and computer scientist should work together to develop smart interactive models of E-learning and E-content that will prepare the future techno savvy generation. Educational organizations need to focus on creating an environment of learning which involve substantial adaptation of technology with the true essence of human presence. The future of education lies in the adoption of technology that enhances not only machine learning but also the learning machine called human.
