Level of education determines the development of individual and society through awareness which will make them capable of contributing something substantial to the sound functioning of democracy. The success of democracy depends upon the extent to which the people are aware of their rights and duties. All the basic and relevant national and international documents speak volumes with respect to fundamental rights and duties of citizens. Any violation of such birth rights can be challenged before the higher courts by invoking Article 32 and 226 of Indian constitution. The Honourable Supreme Court of India through its land mark decisions widened the scope and ambit of fundamental rights. High Courts also made substantial contribution in widening the width of the fundamental rights listed in the third part of Indian constitution. Article-51A of our constitution contains a long list of fundamental duties. Thus our constitution strikes a balance between rights and duties. Every statute also provides this. These rights and duties are for the people of the country. But a considerable number of people are not aware of their rights and corresponding duties. Thus the provisions relating to the fundamental rights and duties contained in the basic national and international documents and statute books remain only as letter bombs. Efforts are to be made to make them aware of their rights and duties through which the success of democracy can be guaranteed. Theoretically, democracy as a prominent political order stands for the overall development of individuals and societies. Practically, awareness regarding the rights and duties will make it fruitful. This is to be considered as the social responsibility of every government and societies. With this end in view provisions are to be made in every legislations. As far as the people for whom legislations made are concerned, knowledge about such laws is not reached to them. So the barriers of such non-accessibility should be removed. For this purpose modern technology related with information can be made use of. Common people, particularly rural folk are to be made capable of using such technology. Voluntarily organizations can do much in this regard. Thus the existing system of democracy can be made more vibrant.

The advancement in wireless technologies and the high accessibility of wireless equipment in everyday devices is a factor in the success of infrastructure-less networks. MANETs are becoming more and more common because of their simplicity of organization. Each node is allowed to movement independently on any path and can alter its connections to different nodes. Security is a basic necessity in MANET. The pernicious node in the network act as a ordinary node, so there is a need of security solution to keep from different attacks. An attacker can change the routing protocol and intrude the network activities through mechanisms such as selective forwarding, packet drops, and data fabrication. Security issues in mobile adhoc network (MANET) are hidden by different strategies that were presented in past decade. Out of all security issues in MANET, wormhole attack is considered one of the most challenging adversarial modules that tremendously affect the communication system in MANET. A proper security solution is required for networks to ensure both path and data packet delivery operations. . In this paper a systematic survey is done on the current condition of the research results on wormhole attacks. As compared to some previous strategies, the proposed approach is powerful and promising based on applied performance measurements.

Management of data has always been a key concern for scientist, scholars and industry alike. But information explosion due to information and communication technology boom has resulted in a world overloaded with data and information that too growing at an ever increasing exponential rate. Analyzing such big data requires robust techniques to first classify the data so the further analysis reduced to some manageable group of data. This way it becomes systematic and easy. But grouping of data comes at a cost of accuracy and precision of information, as group analysis works on averages and distance between data points within and between clusters is also a cause of concern. Therefore it is imperative to have such data clustering techniques which are fast, able to handle big data and classify data as per the natural logic to facilitate the process of finding knowledge hidden in the data. Fuzzy logic and artificial neural networks are such two concepts which have found increasing application in classification and clustering techniques which have made them more realistic accurate and precise. As such, apart from data clustering, neurofuzzy methodology is widely used in data mining, artificial intelligence, image recognition, knowledge management, control processes, etc. Neurofuzzy methodology performs better in terms finding sequences, associations and patterns in data besides having quick self-learning capability almost comparable to human intelligence. Against this backdrop the current paper attempts to create a conceptual understanding of neurofuzzy methodology and its application to data clustering.

This paper is about analyzing the road accidents and collecting new data of accidents. Traffic safety is one of the main priorities all over the world . It is used to identify the causes and factors of road accidents where different approaches have been considered and has main aim to reduce the traffic accidents. This paper summarizes the work of applying data mining technologies to link recorded road characteristics to accident severity. The relationship between fatal rate and other attributes including collision manner, weather, surface condition, light condition, and drunk driver were investigated. It also predicts future behaviors and effective decisions to be taken to reduce accidents.

Soft science such as communication has always been relegated to the back seat in terms of talking about developmental projects in developing countries. Lack of communication has been identified as the prime reason of project failure due to its heavy dependence on economic theories without any valuable output and significant results. It is under such a lack of two way informal communication processes that the need for development communication becomes relevant. Focusing on participation and two way communication comprises a necessary ingredient if the mistakes of the past failed development project are to be avoided. The importance of incorporating communication practices into the policies and practices of development becomes noteworthy. Communication is more than transmitting information; it is about using communication to generate new knowledge and consensus to facilitate change. This paper aims to look at how the failure of some developmental projects was a result of lack of proper participation and communication process. It also discusses about the effective solution in such a scenario which helps in avoiding such blunders. In this paper, conventional boost converter and high efficiency dc-dc boost converter have been taken and designed for solar energy (PV) system. The performance of two dc-dc boost converter topologies in terms of efficiency to the stand-alone PV system application has compared. It has found that the proposed improved boost converter better efficiency than the conventional boost converter. A MATLAB / SIMULINK based model is developed for high efficiency dc-dc boost converter and simulation results are presented.

Abstract: In ground improvement methods, waste materials are also used to improve geotechnical properties of soil. Waste materials such as scrap tires, ETP sludge and fly ash offers a viable alternative from economical, technical and environmental stand points. Discarded tyres are becoming globally problematic because recycling them may cause environment related problems. Thus, making use of them needs to be considered, and solutions must be sustainable. Nowadays, the waste tyres are increasingly being considered as construction material. Crumb rubber is recycled rubber produced from automotive and truck scrap tires. During the recycling process, steel and tire cord (fluff) are removed, leaving tire rubber with a granular consistency This work investigated the utilization of crumb rubber as geo materials by mixing them with low-strength soil and stabilized by cement for road and embankment construction. Two standard test methods were conducted: (1) California Bearing Ratio test and (2) Unconfined Compressive Strength test.

The purpose of the study was to find out the EMOTIONAL INTELLIGENCE OF TRIBAL AND NON-TRIBAL VOLLEYBALL PLAYERS. The sample for the present study consisted of 400 Volleyball Players of 16-21 years. They were taken from the Surguja District of Chhattisgarh state during the summer training camp in which 200 were tribal and 200 were non-tribal. Hindi version of Emotional Intelligence Inventory (EII-MM) developed by S.K.Mangal and Shubhra Mangal was administered to access Emotional Intelligence. It consists of 100 items the emotional intelligence of tribal and non-tribal Volleyball players of Surguja district of Chhattisgarh. It has been found that the tribal and non-tribal Volleyball players differ significantly on the measure of emotional intelligence. Non-tribal Volleyball players showed a higher level of emotional intelligence than tribal Volleyball players.

Independent mobility is an aspiration for every person with some or the other physical disability especially in the case of quadriplegics and multiple sclerosis. These are the patients who are paralyzed below neck and people suffering from back bone problem and knee joint problem. People with disabilities meet barriers of all type. We know that technology is manual for wheelchair but as per survey more than 70 percent of manual wheelchair users will develop shoulder pain at some point in their life. But the quadriplegic and knee joint patients cannot move any of the limbs below the neck. Hence manual and even joystick operated wheelchair is out of question for the quadriplegic patients. So, the development of voice based wheelchair will give the solution to this query about the mobility of patient and make them independent of mobility. Ultrasonic and IR sensors are integrated into this wheelchair which provides best possible and safe movement. Wheelchairs can be designed for various purpose like wheelchairs can be handled by hands, mouth, or any other functioning. Smart wheelchair is a combination of standard driver modules and collection of sensors with a user interface by using android app. This feature makes it useful for those disabled persons.

The aim of the speech enhancement is to improve the intelligibility and quality of the speech. By recording the speech signal in the noisy environment, clean speech signals are degraded. Speech enhancement reduces the noise without distorting the original (clean) signal. The proposed method super Gaussian Joint Maximum a Posterior (SGJMAP) is based on gain function. In this concept, the amount of noise suppression and speech distortion is controlled in real-time based on the level of hearing comfort perceived in noisy real world acoustic environment. Objective quality and intelligibility measurement show the effectiveness of the proposed method in comparison to benchmark techniques considered in this paper.

In recent years, brain tumour disease is growing very quickly and it takes much more time for the same diagnosis. But here detection is done with the help of Genetic Algorithm in Non-invasive way and can save time money and life for everyone. Here we are using Medical Image Processing for the tumour detection as it is developing very rapidly. The detection, extraction and segmentation of infected tumour region from MRI (magnetic resonance image) are main concern but a monotonous and one of the supreme challenging task performed by radiologists. Processing and analysis of medical image has great importance in the arena of medicine, basically in non-invasive clinical study and treatment. The brain MRI images are acquired by using MATLAB. The pre-processing of the image is done with median filter. Analysis of filtered image is based on PSNR and MSE. This pre-processed MRI brain image is clustered by using K-clustering algorithm to find number of clusters. The Genetic Algorithm implemented to find best suitable cluster for segmentation. After segmentation morphological operations are done to remove unwanted area of the image. The geometrical features of tumour are find out using feature extraction like area, perimeter, eccentricity. To classify stages of tumour and its location whether it is in right or left lobe we are using SVM classifier.

Heat exchanger is important appliance in field of thermal, heat mass, fluid flow, as in nuclear reactor, steam power plant, fertilizers factory, etc. It is seen from literature that heat transfer in helical and spiral is found to be higher than U-tube due to introduction of secondary flow. For sizing of heat exchanger overall heat transfer coefficient plays very significant role. However, there is no single evidence in the literature for the comparison of overall heat transfer coefficient for same surface area under same experimental conditions which is significant for industrial heat exchanger design. Therefore present work is under taken to conduct experiments under same experimental condition for above said three different geometries under turbulent flow for same length. Experiments were carried out for different flow rates under isothermal and turbulent conditions. Overall heat transfer coefficients obtain from three different geometries like helical coil, spiral coil and u-tube coil heat exchanger of same length are reported in this work. Range of Reynolds number was kept 2000<Re<12000. From the experimental result it was found that the overall heat transfer coefficient for Spiral coil is higher than U-Tube coil and helical coil.
