Video based vehicle recognition is a functioning exploration region in wise Transportation system. Real time identification systems are very important and needful for safety rule following and socialism and also for own safety concerns. The point is to extricate the necessary information from enormous productively measure of recordings caught by reconnaissance cameras by distinguishing, following recognizing objects of interest and examine their exercises. Nowadays two-wheeler is the most popular modes of transport. However, because of less protection there is a high risk involved. As a solution to this, it is highly desirable for bike riders to use helmet. Observing the usefulness of helmet, Government have made it punishable offence to ride a bike without helmet and have adopted manual strategies to catch the violators which has limitations of speed. Using video surveillance of the street, the proposed approach detects if the bike rider is wearing a helmet automatically without manual help. If a bike rider is detected not wearing the helmet, license plate of the vehicle read and noted, categorizing violations accordingly and issuing the fine which will help increase the efficiency of traffic rule enforcement.
