The digital era has catalyzed transformative shifts in Digital Engineering (DE) and Industry 4.0 (I4.0), promising unparalleled advancements while presenting formidable challenges. Amidst these advancements, the imperative of fostering Diversity, Equity, and Inclusion (DEI) within these technological landscapes has garnered increasing attention. This study investigates the policy and regulatory frameworks supporting DEI in DE and I4.0, aiming to uncover gaps, challenges, and opportunities. Employing a rigorous thematic analysis approach, data sourced from Scopus, Web of Science, and Dimensions databases focused on peer-reviewed literature illuminate key themes in regulatory transparency, accountability mechanisms, and inclusivity in policy development. Findings underscore the critical need for inclusive policy frameworks that address practical implementation challenges and diverse stakeholder perceptions. Theoretical implications highlight the dynamic interplay between regulatory environments and technological advancements, emphasizing the need for adaptive and inclusive policy strategies. Managerially, the study advocates for prioritizing DEI as a strategic imperative to foster innovation-driven growth and organizational resilience.
