Abstract
The Government of India's Digital India plan envisions providing all individuals with a digital identity to ease the Public services are delivered online using electronic authentication. A distinct, permanent, online, and credible digital identity is also required. To employ mobile phones as electronic tools for identity authentication, they could be connected to digital identification. Linking people's cell numbers to their Aadhaar numbers can make online authentication with Aadhaar, which is already accessible as an authentication mechanism from UIDAI, easier. This eliminates the need for consumers to provide their Aadhaar number for each transaction because their cell phone numbers would serve as their Aadhaar numbers.
In India, it is now estimated that 71% of the population uses mobile devices. Mobile is becoming a convenient and affordable way to conduct business because of factors like rising mobile internet usage, falling handset prices, and the rise of low-end smartphones. Although there are many opportunities to use mobile phones for public service delivery, using mobile phones as digital identity tools for delivering public services is an innovative and useful use of mobile phones. Mobile phones are already being utilized by a variety of applications, such as those used by banks, to authenticate their online clients.
Mobile devices must be unique, legitimate, and meet non-repudiation requirements in order to be used as authentication tools for digital identities. While institutions such as banks can meet the above requirements by physically verifying and enrolling users in mobile banking, as well as linking a user's mobile number to her already existing identity registered with banks, it is more difficult for government entities to provide public services. For the government, one feasible solution would be to link users' cell phones to their Aadhaar, a unique and verified identity supplied by a trusted body, UIDAI (Unique Identification Authority of India).
