Computer vision is a central task in smart city construction, as city managers constantly spend money and energy cleaning street garbage due to the random occurrence of street garbage, The amount of training data available often limits the depth and complexity of deep network solutions. To spur advances in analyzing and understanding images, OpenCV or Google AI have made the Open Images dataset public. Open Images continues the tradition of PASCAL VOC, Image Net, and COCO, but on an unprecedented scale. Consequently, visual street cleanliness assessment is very important in this project. However, existing assessment approaches have some clear disadvantages, such as the collection of street garbage information is not automated, and street cleanliness information is not real-time best performing algorithm for automatically detecting objects. Finally, the results are incorporated into the street cleanliness calculation framework to ultimately visualize street cleanliness levels, which provides convenience for city managers to arrange clean-up personnel effectively.

Malware has been a concern to enterprises for a long time, and organisations have made little progress in identifying malware in a timely manner [1]. Malware can easily affect the system by executing unwanted services that add to the system's burden and obstruct its smooth operation. There are basically two approaches for identifying malware [2] the traditional method of detecting malware based on signatures and the new method of detecting malware based on behaviour. The operation that the malware conducts when it is active in the machine determines the malware's behaviour [3], such as launching the Operating System services or downloading infected files from the internet. Based on the malware's activity, the suggested method detects it. The proposed model in this paper is a hybrid of Support Vector Machines and Principle Component Analysis. During validation, our suggested model achieved a 97.75 percent accuracy with 97 percent precision, 99 percent recall, and a f1-score of.98 for genuine Malwares

Uterine prolapse is a common gynecological condition but it is rare during pregnancy and exceptional in the post partum period. We present the case of a multiparous patient with no other risk factor whose physiological delivery was complicated by a puerperal prolapse without delivery hemorrhage. The management consisted of manual reduction and clinical monitoring. The postpartum period was simple and the prolapse resolved with uterine involution. The literature remains poor on puerperal prolapse. The physiopathological mechanisms of gestational or puerperal prolapse are the same. Treatment during pregnancy is as conservative as possible, with vaginal delivery allowed if the cervical dystocia is not major. However, an elective cesarean section is recommended by most teams. Pre-existing prolapse before pregnancy does not always have a favorable outcome. Indeed, laparoscopic surgery during pregnancy or at a distance, or even a per caesarean hysterectomy, are discussed for the treatment of this pathology.

The prototype of an automated Online Biometric-enabled Class Attendance Register System is shown in this study (OBCARS). In higher education courses, the technology is being planned and developed to address the problem of lost and/or shredded attendance record paper sheets. The system also aims to provide a dependable and effective class attendance tracking system that avoids students imitating attendance markers and simplifies the calculation of students' attendance records. Biometric appreciation includes both pragmatic biometric behavior in contrast to previously poised data for a focus and an open-mindedness of computation. Because of differences in biological traits and actions both within and among persons, estimated identical is required. It uses a student's attendance in class to determine their attendance. The student's face will be identified by the technology and save the response to the database automatically.

ABSTRACT The main objective of this paper was to establish the factors affecting governance in the counties with a special reference to Nairobi County. The enactment of the new constitution led to the establishment of devolved county government units, and with the county government came the challenge of how to improve governance in county government. To improve governance in county government a number of donors such as World Bank and DFID have supported various initiatives through the council of governors. The study was guided by two objectives namely; Leadership and ethics and how they affect governance in the counties. The study used a descriptive study design with the target population of the study been 304 respondents from the public service board department, office of the governor and legal department. The study adapted both stratified sampling and purposive sampling in the selection of respondents. The study used a semi-structured questionnaire to collect data from the respondents with the data analyzed through Statistical Package for Social Sciences (SPSS) Version 21 software. The data collected was analyzed through SPSS. Data analyzed through SPSS was presented in form of frequencies, tables, graphs, and charts according to each objective. The study results showed that majority of the respondents (80%) and 82% felt that leadership and ethics affects governance. has a greater effect on the governance in the counties while 20% felt that leadership has a small effect on the governance in the county. The study found out that majority of both ethics (68%) and political alienation (78%) affects governance. The study concludes that training, ethics, attitude, political alienation and leadership affects governance. Thus the study recommends that there is need for county and national government to provide training to staff and establish mechanisms that can promote attitude, ethics, and leadership.
