The Rights of Persons with Disabilities (RPWD) Act is enacted from 15 June 2017. The Act has many guidelines, and for persons with disabilities in India, its introduction will be a huge improvement. After three and a half years of implementation by the Government of India, this article aims to look at the functioning of the Act. There is a need to do more on the part of the government, even though the RPWD Act is fine, only if this is applied in its true sense can the same be secured. Just by passing a rule, equal opportunities for all will not be accomplished. In providing those opportunities, the entire community needs to contribute.

Background: Ca breast is the most common malignancy among women in the world. The receptor status of breast cancer including ER, PR and HER-2 Neu play a crucial role in planning the management of the disease. Aims: Assessment of the hormone receptor (ER, PR and HER-2-Neu) expression in carcinoma breast is the primary aim and comparison of receptors with clinicopathological parameters: Age, histological type, grade of tumor and lymph node metastasis is also being focused in this study. Methods: All the patients of breast cancer with known hormone receptors status were included in the study from Nov.2018-Oct.2019. Results: Amongst 90 cases, 84.4% belong to invasive carcinoma of no special type (NST). The percentage of ER, PR and Her-2 Neu expression were 57.7%, 37.7%and 25.5% respectively. Mean age for HER-2Neu (+) and Her-2 Neu (-) were 53.4 and 52.04 respectively. Mean age for ER + and ER- were 56.42 and 47.56 respectively. Mean age for PR+ and PR- were 53.6 and 54.29 respectively. Patients with ER+, PR+ usually have lower grade1 tumor whereas patients with HER-2 Neu expression presented with higher grade tumor. There was an inverse relationship between ER, PR expression and HER-2 Neu expression (p-value<0.05). There was significant association between lymph node metastasis and Her-2 Neu and PR positivity. Conclusion: ER and PR expression were inversely related to Her-2 Neu receptor expression. Elder patients (age>45 years) have more ER and PR positivity than younger patients (age<45 years). Her-2 Neu expression is associated with higher tumor grade (Grade 2 and 3) and probability of metastasis to the axilla is more in cases with HER-2 Neu overexpression .

In a modern technology the vehicle tracking system is designed and implemented for tracking the movement of any equipped vehicle from any location at any time. This device system made good use of a popular technology that combines a Smartphone application with a micro controller. This will be easy to make and also the cost is inexpensive compared to others. The designed device in vehicle device works using Global system for mobile communication, General Packet Radio Service (GPRS) technology that is one of the most common ways for vehicle tracking. The vehicle tracking system IS uses the GPS module to get Latitude and Longitude coordinates at regular time of intervals. The GSM/GPRS module is used to transmit the vehicle and update the vehicle location to a database. A Smartphone application is also developed for continuously monitoring the vehicle location in any place.

Background: An analgesic regimen is required which meets the goal of providing safe and effective postoperative analgesia for the mother, simultaneously ensuring minimal side effects for both the mother and neonate after Caesarean section. Objective: This prospective study was undertaken to observe the Degree of postoperative pain relief via Visual Analogue Score (VAS) {time frame: 48 hours}, Duration of postoperative analgesia and Time of request for first rescue analgesia and total consumption of rescue analgesia in first 48 hours. Methods: we observed 100 patients over a period of twenty months who had received either TAP block or QL Block. The patients enrolled in the study were clinically assessed, evaluated and investigated as per the normal hospital protocol and proforma. The patients who had received TAP block were assigned group A and the patients who had received QL block were assigned group B. Group A: This group consisted of the patients who had received ultrasound guided TAP block with 20 ml of 0.2% ropivacaine. Group B: This group consisted of the patients who had received ultrasound guided QL block with 20 ml of 0.2% ropivacaine. Results: In our study, the mean duration of analgesia for Ultrasound guided transversus abdominis plane block was 8.5 hours and for Quadratus Lumborum Block it was 16.5 hours. Total dose of rescue analgesia consumption was greatly reduced in QLB (group B) compared to TAPB (group A). The difference was statistically significant (p<0.05). No systemic complications were reported from either of the two groups. Conclusion: From the present study it can be concluded that Ultrasound Guided nerve blocks (TAP block and QL block) can be used as a part of multimodal analgesia for better postoperative pain relief in lower abdominal surgeries like LSCS especially when given before the resolution of spinal anaesthesia. As QLB provides good quality analgesia for longer duration without side effects but proper understanding of the sono-anatomy and technical aspects of quadratuslumborum block are essential for its effective and safe use.

Okra (Abelmoschus esculentus) also called as bhindi, ochro or ladies’ finger is a warm season vegetable crop. It is grown for its tender pods which are edible. The plants are cultivated in warm temperature, sub-tropical and tropical regions of the world. The realisable yield potential of okra is greater than what has been already achieved so far in the world. Improvement of high yielding varieties is mainly dependent on the genetic diversity of the crop. The investigation on combining ability and heterosis breeding methods are highly potential ways for achieving greater production and productivity. The combining ability effects for both general and specific combining abilities are estimated for various characters of okra using line × tester analysis mating design proposed by kempthrone which comprises of various lines, testers and their F1 hybrids. Here the parents and their hybrid crosses differ for specific combining ability effects and general combining ability effects and the best general combiners and specific combiners are evaluated for various traits like height of the plant, number of branches per plant, number of seeds per pod, internodal length, etc. the plants showing good combining abilities are used to accumulate the additive genes which are used for improvement of new varieties and hybrids with high fruit yield and yield components.

Digital voting has been around for several years now, but it is still slowly being adopted by election bodies around the world. In spite of technology that protects the confidentiality, integrity, and privacy of our data, digital voting systems still raise concerns of election fraud or data leaks. Block chain, the distributed database technology behind Bitcoin, seems like a good fit for digital voting systems, providing a way to keep transactions private, and mechanisms to prevent data alteration. But block chain alone is not enough to address other concerns that come up during elections: how to make sure that the person voting has the right to do so while keeping her identity disconnected from her vote. The user can safely vote from the three level of authentication system OTP, QR code share and Block chain. Here the system contains a secured timestamp and the hash code which is used to identify the fraudulent attacks on the distributed server. We cover these concerns in the following pages, presenting what we believe are suitable solutions for each one. Additionally, it is our opinion that using the methods suggested can work with or without block chain as the storage method. A safe and secured voting is employed using these secured services. The legal and the technology limitations are also analyzed in the block chain distributed ledger.

secure data storage and retrieval is the best research directions in cloud. Though lots of searchable encryption scheme have been proposed some of them support efficient retrieval over the documents. Which are encrypted based on their attributes. In this paper a hierarchical attribute based encryption scheme is designed for a data collection. A set of documents is encrypted together if they share an integrated access structure. Compared with the CP policy attribute based encryption schemes, both the cipher text storage space and time costs of encryption and decryption are saved. Then, an index structure named attribute based retrieval features tree is constructed for the document collection based on the TF-IDF model and the documents attributes. A depth first search algorithm for the attribute based retrieval features tree is designed to better the search efficiency which can be further improved by parallel computing. Except for the documents collections in our scheme can be applied to other data sets by modifying the attribute based retrieval features tree slightly. A thorough analysis and series of experiments performed to illustrate the security and efficiency of the proposed scheme.

Boundary detection of brain tumor from the MRI is a time consuming task. This is due to the diversity in shape, size and appearance of the tumors. Boundary detection in MR image with brain tumor is an important image processing technique applied in Radiology for 3D reconstruction. To segment the boundary of the brain tumor region, many segmentation techniques have been emerged in image processing like the region based segmentation, the boundary based segmentation. Moreover, even in some of the normal tissue region, edge created by this method has also been encompassed. In this paper, Kapur Entropy measure method is used for boundary detection of brain tumor segmentation and its earlier detection. In the proposed approach threshold selection is done on the basis of different Kapur entropy measure. Simulation results for different MRI Images are also presented and it is observed that in 3D MRI Images, Kapur entropy is able to detect the brain tumor at its earlier stage.

The growing number of mobile and IoT devices has nourished many intelligent applications. In order to produce high-quality machine learning models, they constantly access and collect rich personal data such as photos, browsing history and text messages. However, direct access to personal data has raised increasing public concerns about privacy risks and security breaches. To address these concerns, there are two emerging solutions to privacy-preserving machine learning, namely local differential privacy and federated machine learning. The former is a distributed data collection strategy where each client perturbs data locally before submitting to the server, whereas the latter is a distributed machine learning strategy to train models on mobile devices locally and merge their output (e.g., parameter updates of a model) through a control protocol. In this paper, we conduct a comparative study on the efficiency and privacy of both solutions.

ABSTRACT The illiterate person is not seen with good attitude in the present society. Therefore every parent tries their best to educate their child. It is only through education that the attitudes and refinement of children's tendencies are made, so that their behavior is balanced and controlled. Education plays an important role in the formation of a person's habits. That is, habits are formed according to the kind of education a student gets. But in our country, the mainstay of education, the condition of primary education is very pathetic, such as - after admission in school, the child leaves school in the middle. Somewhere the school is away from home, somewhere the distribution of primary schools is not found properly, and somewhere there is a shortage of qualified teachers in the schools. Due to this, many children are deprived of education and the efforts for universalisation of primary education are pushed. Various schemes are being run by the government and a lot of budget is also being spent, but the result is not relatively satisfactory. Defective government policies, teaching system, teachers' perceptions of teaching work and various regional and social problems are responsible for this. In this paper, deep thinking has been contemplated related to this problem and possible solutions to the problem have been presented.

Image block matching is the main step of duplicated region detection for exploring copy-paste image forgery. Several manipulations have been made in images due to high powerful tool evolvement. A copy and move forgery may occur in images where they cannot be easily. The image are get analyzed particularly for the region where the image get forged. The region of the image get copy and paste will be known with the proposed Gaussian RBF kernel PCA. High computational time in this step is one of the most important problems to find similar regions. This paper presents a block based digital image watermarking scheme that is dependent on the mathematical technique of singular value decomposition (SVD). Traditional SVD watermarking already exists for watermark embedding on the image as a whole. In the proposed approach, the original image is divided into blocks, and then the watermark is embedded in the singular values (SVs) of each block separately. Furthermore, we determine performance of proposed algorithm based on time complexity function.

Virtualization is a prime factor in Cloud Computing; there are various virtualization technologies existing in the industry, nowadays virtualization is implemented with good performance benefits. It has achieved, very good overall performance, but it shows deflection in the system and IO performance concerning the workload running on virtual machines. If the VM has CPU intensive Workload then it produces considerable overheads in system performance if VM has a mix (CPU and IO intensive) type of workload, it produces a bit more overhead. However, IO intensive workloads like databases still suffer from performance degradation in virtualization. In this paper, we have analyzed disk IO handling mechanism in para-virtualization technology Xen. We have conducted experiments with database workload measured performance with different IO scheduling strategies and proposed a framework for improving disk I/O performance for database workload in a virtualized environment, which consists of a possible configuration of Linux IO scheduling strategies according to its features. The key idea is to make disk I/O requests handled by the correct scheduler instead of default scheduler shows better performance in IO Wait and read and write operations.

It is essential to have an improved security system that can provide security and identity recognition to prevent security breaches in restricted areas. The current security system which is using the method of security cards and keys is outdated and insecure. This paper aims to improve the door security system by using biometric technology of face detection and recognition (face intruder system) with additional features which include the measure to take to Counteraction of current pandemic Covid-19. The system consists of face detection and recognition using Esp-32 Cam with an FTDI chip. The Esp-32 Cam works with Arduino IDE which provides face detection and recognition algorithm. In this pandemic, situation Implements IOT based applications using Microcontroller (Arduino) based IR Temperature sensing Sensors for monitoring body temperature, and a heartbeat sensor (Pulse monitor) that can be counts the heartbeat per minute. Esp-32 Cam module has features to provide remote access using an in-built Wi-Fi module. The System is also capable of recording the entries and Health Data with time and date in Excel format. If an unauthorized person is detected by the system, it creates the entry and alerts the system or authorized person.
