Rule of law presupposes the right of an aggrieved citizen to approach a court of law for redress. However, the modern legislative tendency is to confer more and more powers on the administration and at the same time to make such powers immune from review by courts. The reasons which justified the growth of tribunals themselves are said to justify the policy of excluding the jurisdiction of judiciary. Naturally the judiciary is seen reluctant to accept the new policy of the legislature because in a democratic state, the Court has to extent its hands of protection towards the aggrieved citizens. The courts are conscious of the fact that they have the social responsibility to ensure that the administration functions according to the rule of law and those adjudicatory authorities are not let to exceed or misuse their powers under the cover of finality or ouster clauses

Processed food and medicinal products are in most cases taken without taking conscious look at the shelf-life of such consumables. The realities are; a portion of the consumers check the validity of the products they consume provided the shelf-lives are clearly defined, while as majority of them do not even check the shelf-lives of consumable products they take. These realities result in catastrophes in scenarios where consumables taken had already expired. This paper seeks to utilize Product Assurance (PA) application, which applies barcode technologies as a tool for digitizing processed consumables to enhance the consumer consciousness on processed food and medicinal products in Ghana. The PA has been programmed to run on web and android smart-devices and this enables consumers to scan, verify and check the validity of any processed products they consume easily. Moreover, the PA comes with SMS notification feature that sends products shelf-life status to its subscribers three months ahead of time.

Quorum (Attendance) is one of the work ethics which is valued by most employers. In educational institutions also, attendance and academic success are directly associated. Therefore, right attendance management systems must be in vicinity. Most of the educational institutions and government agencies in growing countries still use paper based attendance method to monitor the attendance. Fingerprint based totally automated identity gadget based are gaining popularity due to unique nature of fingerprints. Using the fingerprints we can get each and every element of any individual. Through this, the records acquired can be used in many applications along with Airport Security System, Voting System, and Employee login System, in locating the thieves etc. We in our undertaking have implemented in attendance System. A unique software program called SFG is used right here to keep finger prints for further use. In this we use the additives which include GSM (sim900A). The coding here is in accomplished in a Graphical Programming language named LabVIEW in which the execution of any application is carried out in a sequential manner or little by little in keeping with the records acquired.

Internet of Things (IoT) may be a worldwide system of smart devices which will sense and connect with their surroundings and interact with users and other systems. Global pollution is one among the main concerns of our era. Existing monitoring systems have inferior precision, low sensitivity, and need laboratory analysis. Therefore, improved monitoring systems are needed. To overcome the issues of existing systems, we propose a three-phase pollution monitoring system. An IoT kit was prepared using some sensors, Arduino IDE (Integrated Development Environment), and a Wi-Fi module. This kit are often physically placed in various cities to monitoring pollution. The sensors gather data from air and forward the data to the Arduino IDE. The Arduino IDE transmits the info to the cloud via the Wi-Fi module. It can be monitored from android mobile phone also. The proposed system is predict quality of air using different sensors and stored data in database and cloud so any one can retrieve data from anywhere anytime. Furthermore, air quality data are often wont to predict future air quality index (AQI) levels.

We can see a person standing in front of our house from electricity board, whose duty is to read the energy meter and handover the bills to the owner of that house every two months. This is nothing but meter reading. According to that reading we have to pay the bills. The main drawback of this system is that person has to go area by area and he has to read the meter of every house and handover the bills. Many times errors like extra bill amount, or notification from electric board even though the bills are paid are common errors. To overcome this drawback we have come up with an idea which will eliminate the third party between the consumer and service provider, even the errors will be overcome. The idea of smart energy meter using IOT and Arduino has been introduced. In this method we are using Arduino because it is energy efficient i.e. it consume less power, it is fastest and has two UARTS. In this paper, energy meter which is already installed at our houses are no t replaced, but a small modification on the already installed meters can change the existing meters into smart meters.

Many people suffer from liver disease but they don't have an idea about it. It is difficult to diagnosis of liver disease at high level. Before treatment of liver disease doctors first diagnose whether patient has liver disease or not, basis on different parameter. The system for diagnosis of liver disease using machine learning algorithms is an initiative towards better diagnosis of this disease as early as possible. Various algorithms are being studied in order to select the best algorithm which can give the best accurate results. According to the four parameters- Accuracy, Precision, Sensitivity and Specificity the algorithm is being selected. After the study ANN algorithm turned out to be the best algorithm to implement and provides more accuracy than other algorithms. So, ANN is implemented using MATLAB platform and the user interface is also constructed with the help of MATLAB.

In the globalized world, women entrepreneurs are playing a vital role in the economic development and social progress as a whole. Indian women entrepreneurs are considered as an individual or a group of women who are starting a business independently which will drive sustainable economic growth and generate large scale employment opportunities. A start-up is an entrepreneurial business which had been raised recently and rapidly developing which intends to meet market centric needs like providing good quality products or service. The role of women has been explicitly recognized with a market shift in the approach from women welfare to women development and empowerment and today they have to face start up constraints due to global factors. So it is necessary to focus on the barriers a women entrepreneur faces while starting or running a new start-up. Indian Women entrepreneurs operate business as sole proprietor or as joint venture, which will make sustainable economic development and create large extent employment opportunities. The significance of new business start ups for women entrepreneurs is to reduce the dependency on others.

Supervisory Control And Data Acquisition (SCADA) And Modbus communication are two new approaches to control and monitor a Variable Frequency Drive (VFD) whose output is fed to a Step down transformer and driving a Electrical Submersible Pump (ESP). The ESP has downhole sensor which senses a pressure, temperature, current, torque, vibrations and carries out the necessary data such as motor temperature, intake and discharge pressures, motor vibrations through the medium of a Small signals which rectified by low pass filter and fed to the SCADA servers through third party integration using Modbus (RTU Protocol) communication connected to terminal server of Honeywell DCS and reflected on personal computer (PC). Terminal server convert data from serial to ethernet. The SCADA software installed in the PC in turn enables the human operator to control the entire operation away from the plant and just by using the virtual inputs designated on his computer screen. The results have been verified with a validating experiment.

Retrieving the images from web pages is the need in modern era. In order to retrieve an image; three visual features may help, that visual features are colour, texture and shape. Image retrieval system try to assay through a database to look for images that are content fully same as that of query image. An increasingly popular and the substantial method that help in the retrieval of an image data from a large collection of data is Content Based Image Retrieval (CBIR). In the proposed work, CBIR approach along with Support Vector Machine (SVM) algorithm is projected to be used for retrieval of an image. CBIR accounts the approach of retrieving images on the basis of visual features from huge collection of data. It is projected to implement the substantial technique for retrieval of an image which uses dynamic dominant colour, shape and texture features of an image.

To induce sufficient genetic variability in the existing germplasm for desirable characters such as resistance to different diseases, seed mutation techniques could offer a possible solution. Mutation breeding is a supplementary breeding method which is rapid, potential and valuable tool to create genetic variability for various quantitative and qualitative characters in crop plants. Induced mutations are produced by the use of mutagenic agents like physical mutagens and chemical mutagens. In present investigation the seeds of field pea (Pisum sativum var. arvense L.). were treated with various doses/ concentrations of gamma radiation (GR-300 to 500Gy), Ethyl Methane Sulphonate (EMS- 0.3 to 0.5%) and Sodium azide (SA-0.03, 0.04, 0.05%). The physiological effects on seed germination and seedling height on 7th day after sowing were investigated. Gradual reduction in seed germination, seedling height, pollen sterility and survival at maturity was recorded with increase in conc./ dose of mutagens. Almost all the mutagenic treatments caused decrease in seed germination, seedling height, seedling injury, pollen sterility and survival of plants at maturity.

This project deals with the ionospheric error correction in Differential Global Positioning System (DGPS) applications over the Indian region by using GAGAN TEC station data. In DGPS, it is assumed that the ionosphere over the reference station and rover is same, reference station computes ionospheric corrections of its own and transmits to the rover. Since the ionosphere over low latitude is active /dynamic spatially, corrections computed by the reference station are not sufficient. Hence, we are proposing instantaneous TEC maps generated by reference station for correcting rover ionospheric errors. In this paper, the local ionosphere variability is predicted using a polynomial model with first order and TEC maps were generated within the latitude and longitude region of 20 x 20. The results show that the first order polynomial is capable of approximating TEC within a DGPS service region.

Abstract- Zooplanktons are primary consumer of aquatic ecosystem. They are important food source of fishes and also maintain biotic and abiotic environment of aquatic ecosystem. Lower Terna Reservoir is the main water source of Latur and Osmanabad district. The study of reservoir in relation with zooplankton is more important, because the communities surrounding the reservoirs are most depended upon reservoir for irrigation and fisheries. In present investigation, occurrence of zooplankton as well as seasonal change in zooplankton during June 2015 to May 2016 is noted. The Zooplankton is identified in four classes viz, Rotifera, Cladocera, Copepoda and Ostracoda.

Work-life balance isn't limited to flexible work arrangements that allow employees to hold out other life programs and practices. It includes factors like income, health, social relationships, and happiness. This paper analyses the parameters which are interlinked with the above-mentioned factors concerning the Manual Scavengers of Tamilnadu. This context examines the work-life balance(WLB) how it's maintained in Manual Scavenger's work life and also the prevailing situation of the applicability of the legal safeguards for these poor dominated peoples. Manual scavengers are exploited and treated as outcasts and untouchables. Manual scavengers are exposed to 2 sorts of violence that are social violence and violence related to caste discrimination. Caste discrimination and therefore the job condition can cause them to be exposed to physical violence and balancing a life with these hardships may be a day to day challenging task in their life. Furthermore, the culture in India on caste is employed to justify violence against them. The evil of manual scavenging is directly associated with the shortage of availability of sanitation facilities.

Presently tremendous amount of structured data being collected throughout the world .In the information era, plenty of data is uploaded as well as downloaded every second. About one hour of video is uploaded to YouTube every second. Over 4 billion videos are viewed in every day. Approximately 7.2 GigaByte (GB) data is uploaded to YouTube every minute. The most challenging task is analyzing the unstructured data which is in the video format. All of this data is typically in unstructured form and can be handled using big data. This unstructured data cannot be handled by traditional relational databases like Structured Query Language (SQL).So to handle such huge amount of data we can use the Hadoop framework. It is a distributed framework build specially for handling unstructured data. This project aims to analyze different information from the YouTube datasets using the MapReduce framework provided by Hadoop.

The paper discusses the importance of Sri Aurobindos vision on ancient Indian polity and culture. Sri Aurobindo was one of the greatest enlightened philosopher and spiritual thinker. His contribution on ancient Indian polity is quite extraordinary than other contemporary political thinkers of India. His perspective on ancient Indian polity was a different one and he is studying the ancient Indian in a dissimilar manner. He critically analyzes the prospect of the development of a democratic and political system from the ancient period. His opinion of Indian civilization and its was one of the most profound aspects of Indian culture. As his vision modern society is founded on ideals. This ideal is governed the spirit and body and the society is based on basic stability. He opines that culture is an agent of life force. His vision is that Indian society is founded on free Aryan and sociopolitical organization. The ancient political reality, the ideal Indian state was the last word of sociopolitical progress and greatness. The Indian political system brings into been generally associated with the early political history of the Aryan people. According to him Dharma is the basic principle of society. This Dharma put forth for all aspects of religious, ethical, social, political juridical and customary law life of people. These principles originally govern the life of the masses. The life of the society is based on the physical life of an individual through the rule of cyclic law. The cyclic law gives the true picture of the life cycle of the human being. This cyclic law is the unaltered law of the nature. His writings are the Crystallization of a vibrant and rising soul of India, and have a spiritual message for mankind.
