The administration of Vijayanagara resembled the administrative system of Hoysalas and Saunas. But the Vijayanagara emperors brought in timely changes and reforms to suit their administrative requirements. They had built a very strong army to realize their goals. The mighty army of the empire raised the stature of the king in the eyes of neighboring kings. But it was not completely a military state as the governance of the state was not completely under the control of the army. Moreover, the purpose of forming such an army was not just the security reasons. Along with the expansion of the empire, the army was entrusted upon the activities of carrying out reforms and maintaining peace and order. Welfare of the people was the first and foremost aim of their administrative system. The rulers responded to the needs and requirements of the various sections of the people.

The study of central place Theory has been confined with determination of hierarchies of settlements as central places. Because the central places in any area from nuclei or centers of the socio-economic activities. In it, their importance is self-evident as strategic points in planning and future modeling so as to provide more services and developmental innovations to their service zone. As discussed previous the villages, town and cities vary in size throughout in the study area. But a simple division by size does not Shows the order of relationship between them. This is complex and depends on the way in which settlements co-operate amongst themselves in sharing out their functions. As a consequence, develop a grading of services which gives some of them dominant and others subordinate roles.

It is, no doubt, true that in the case of underdeveloped countries, the process of transformation, either germinating within the rural segment or bringing the latter within its orbit of influence, will play a crucial role and should, therefore, occupy an important position in their development strategy. It is, however, equally true that the rural and the urban processes are inseparably interwoven in the socio-economic fabric and that the strategies of rural development cannot be operationalized outside the total development process straddling the rural - urban continuum. The growing importance of the financial intermediaries has led the government to realise the necessity of slowly transferring the ownership of some of the important financial institutions from private ownership to state control (Clifford Gomez, 2010: p.11). Accordingly, the Government took initiative for setting up of new financial institutions and to nationalize some existing private financial institutions. As a result, in 1948 the Reserve Bank of India was the first institution that was nationalized by the government. Further, Industrial Finance Corporation of India (IFCI) was the first development financial institution established in the year 1948. This institution was set up by an Act of the Parliament with an objective of providing medium and long-term credit to the industrial concerns in India. It was originally incorporated as statutory corporation but with a view to impart greater operational flexibility as also to enhance its ability to respond to the need of changing financial system, it was incorporated as a company in May 1993 (Mathura et al. 2005: p. 93). Later on, it has been realized that, it was not possible for a single institution to meet the diverse credit needs of small and medium enterprises dispersed in other parts of the country.

Priority sector lending is a scheme guided by govt. and RBI to commercial banks about obligatory deployment of credit to preferred and desired sectors and sections of the economy. Preferred sectors and sections are agriculture, small scale industries, small businessman, education, housing finance etc. and sections of the society are below income persons. The object behind PSL (Priority Sector Lending) is equitable and sustainable economic development at desired direction. To attain the said objectives, banks were nationalized in India in1969. Since in this scheme banks were entrusted to fulfill some targets and sub-targets of deployment of credit such as 40 per cent for domestic banks and 32 per cent for foreign banks was fixed for priority sector lending of their total advances. Though public sector banks have progressed remarkably and achieved their targets, private sector banks are lagging behind in this respect. Now on invent of some new schemes like PSL banks in India are shaping the economy and are providing an impetus to the economy. Despite various qualities and goodness, the scheme is not free from problems. Author has made an attempt through this treatise to highlight these problems and suggested some ideas for effective formation of the scheme. The over all future of this scheme in India is bright but needs a regular review process.
