 Abstract

Empowering Women in Panchayati Raj Institutions in India: Theoretical Analysis By Dr. Nityananda Barik Abstract The Panchayati Raj Institutions (PRIs) are considered as Rural local Self Government. As defined that Panchayat is an association of village people, for doing administrative judicial or other public works. PRIs is considered as instruments of planned socio-economic development of millions who lives in villages. It can be considered as reflection of grassroot democracy. It provides people an opportunity to participate in the processes of democracy at the grass-roots. The provision of PRIs was included in the Directive Principles of State Policy of the Constriction of India. PRIs were seen as means of ensuring democratic participation for rapid rural development. PRIs in India is comprising of three tiers, namely, Zilla Parishad at top level, Panchayat Samiti at middle level and Gram Panchayat at the lower level. Several commissions, the Balwant Rai Mehta Committee, Ashok Mehta Committee, G.V. K. Rao Committee, L.M. Singhvi Committee were set up to strengthen PRIs and to fix the tier system. Women members found rarely on these bodies earlier, except as co opted members who were accorded little power. The Indian Parliament gave constitutional status to for inclusion of women through two amendments namely, 73rd Constitution Amendment for rural local self-government and 74th Conditional Amendment for urban local self-government. The major aspects in the Connotational Amendment for women's inclusion and reflection of political empowerment in the form of reservation of one-third of the seats for women in local bodies, along with sub reservation of seats for Scheduled Castes (SCs) and Scheduled Tribes (STs) in proportion to their regional populations. The provision of reservations in the system of local self-government in India has been greeted as an empowering process for women.  Abstract

This research delves into the intersection of AI-generated content and copyright law, investigating authorship, ownership, liability, and regulatory frameworks. In a digital era characterized by AI's expanding role in content creation, the central challenge is to balance innovation and intellectual property rights. The study explores traditional copyright principles, originality, and authorship criteria, highlighting complexities in attributing authorship in AI-integrated creative processes. It also scrutinizes the application of fair use and transformative use doctrines to AI-generated content, emphasizing the need for precise legal interpretations. The research reveals varying international regulatory approaches and underscores the necessity for AI-specific regulations and cross-border collaboration. Achieving equilibrium between innovation and IP protection relies on responsible AI content creation and ethical guidelines. Recommendations encompass best practices, liability insurance for AI developers, and ethical frameworks. In conclusion, this research provides insight into the dynamic relationship between AI-generated content and copyright law, advocating for adaptive legal frameworks that harmonize innovation and intellectual property rights in the AI-generated content era.

 Abstract

Background: Medication Therapy Management (MTM) has emerged as a critical component of patient-centered care, aiming to optimize medication regimens, enhance therapeutic outcomes, and improve overall health outcomes. This review explores two innovative models of MTM delivery: clinic-embedded pharmacist programs and telephonic MTM services. These models represent novel strategies to overcome barriers to patient access, intervention success rates, and administrative efficiency, ultimately enhancing patient care and improving health outcomes. Methods: A comprehensive review of literature was conducted to examine the key features, outcomes, and implications of clinic-embedded pharmacist programs and telephonic MTM services. Empirical evidence, case studies, and program evaluations were synthesized to evaluate the effectiveness of these models in improving medication adherence, optimizing therapy outcomes, and reducing healthcare utilization. Factors influencing the adoption and integration of these models into clinical practice were also explored. Results: Clinic-embedded pharmacist programs involve the integration of pharmacists into primary care settings, facilitating close collaboration with healthcare providers and direct patient care delivery. These programs have demonstrated success in identifying and addressing medication-related issues, improving medication adherence, and enhancing patient education and self-management skills. Telephonic MTM services utilize technology to deliver MTM interventions remotely, offering flexibility and convenience for patients. These services have been effective in reaching and engaging patients, conducting comprehensive medication reviews, and delivering targeted interventions to address medication-related issues. Discussion: Innovative MTM delivery models, such as clinic-embedded pharmacist programs and telephonic MTM services, demonstrate promising outcomes in terms of patient engagement, medication optimization, and healthcare utilization. By leveraging technology and interdisciplinary collaboration, these programs overcome traditional barriers to MTM delivery and enhance the efficiency and effectiveness of patient care. Moving forward, healthcare organizations and policymakers should continue to invest in these innovative models to improve the quality, accessibility, and affordability of medication management services. Conclusion: Clinic-embedded pharmacist programs and telephonic MTM services represent innovative approaches to delivering comprehensive medication management services. These models have shown promise in improving medication adherence, optimizing therapy outcomes, and reducing healthcare utilization. By promoting pharmacist-led interventions and leveraging technology-enabled platforms, healthcare providers can enhance the quality and accessibility of medication management services, ultimately improving patient outcomes and advancing healthcare delivery.

 Abstract

Health is an important aspect of human life, at present it has become an important aspect of any nation's public services and planning. Every country, whether developed or developing nation has its own policy or public health care delivery system. Health is determined not only by Medical care but also by determinants outside the medical sector. Public health approach is to deal with all these determinants of health there have been major improvement in public health since 1950s. India is passing through demographic and environmental transition which is adding to burden of diseases. There is triple burden of diseases, viz. communicable, non- communicable, and emerging infectious diseases. This high burden of disease, disability and death can only be addressed through an effective public health system. However, the growth of public health in India has been very slow due to low public expenditure on health. Health care out of packet expenditure dominates the cost financing health care, the effect are bound to be regressive. Indian Government has introduced many health programmes for the development of health sector but the Country is still facing various health issues and health problems.  Abstract

Online user-generated material and the quick spread of digital platforms have sparked intense legal discussions about the obligations of intermediaries. In the digital age, intermediaries have taken on a far larger role, influencing how people communicate, do business, and share content online. The multidimensional world of intermediaries' liabilities within the developing digital ecosystem is examined in this essay. It provides a thorough analysis of the duties that intermediaries assume in their capacity as hosts of user-generated material and online interactions. This study explores the development of intermediary liabilities within the framework of IT intermediary rules, concentrating on the dynamic interaction between free speech, content regulation, and online platform obligations. This paper is an analytical and descriptive work with primary and secondary data collected through various sources. The journey starts with a look at the early internet scene, which was characterized by a lack of liability protection to encourage creativity and freedom of expression. The idea of notice and takedown procedures evolved in an effort to balance user rights with content regulation as worries about dangerous and unlawful content increased. This study explores how intermediary obligations have changed via the lenses of several subtopics, such as the establishment of particular legal regimes, the difficulties associated with cross-border jurisdiction, and the moral implications of proactive content filtering. A shift towards making intermediaries more responsible for content produced by their users can be seen in the implementation of intermediary rules and regulations, which are typified by the Information Technology (Intermediary rules and Digital Media Ethics Code) Rules, 2021 in India. This essay analyses how these regulations will affect the digital ecosystem, outlining both their possible advantages and potential censorship issues. This study offers a global perspective on the various strategies for striking a balance between online freedoms and regulatory requirements by comparing intermediary liability frameworks across several nations. The report also explores the effects that tougher liability can have on digital innovation, highlighting the necessity of a supportive environment while tackling content-related issues. The study emphasises the practical ramifications of changing platform liabilities by drawing conclusions from case studies regarding legal difficulties faced by intermediaries. This study examines the effects of intermediary norms on digital platforms and underlines the consequences for digital innovation and creativity via the perspective of numerous case studies. The study discusses issues with potential unintended repercussions and censorship while taking into account the need of user responsibility and education in this constantly changing environment. The topic of unforeseen effects, such as limiting free speech and inhibiting digital business, is covered in the conversation. This study offers a view into upcoming trends and proposed reforms that might shape the digital world as the debate over intermediary responsibility develops. A nuanced understanding of the complexities surrounding intermediary liabilities under the scope of IT Intermediary Rules is fostered by the analysis, which highlights the delicate balance that must be maintained between the preservation of online freedoms and the responsible regulation of digital content. This paper will contribute to future research on similar topics.
