Abstract
The 73rd and 74th Constitutional Amendments had intended to strengthen
democracy through local governing institutions. The intention of the amendments had
not been properly understood by some states. Without proper devolution of powers
and functions, implementation of any scheme of decentralization including
constitutional amendment is meaningless. An attempt was made in this article to
examine various dimensions of grassroots democratic institutions in Andhra Pradesh.
The appraisal is based on the data collected from various sources particularly three
panchayati raj institutions and three urban local bodies in the state.
