Displaced Education and Revisiting Right to Education (RTE) in �Phumshang� Floating Huts of Loktak Lake, Manipur

Loktak Lake of Manipur was included in the �Ramsar List,� of Ramsar Convention Record on 26th June, 1993. This lake bears socio-cultural significance to its people. The implementation of Loktak Protection Act, 2006, divided the lake into core and buffer zones. The Core zone is a �no development zone,� or �totally protected zone.� Backed by this act, several hundred floating huts were burnt down displacing many thousands.
On 2nd February 2017, a floating elementary school (A Community Initiative Open School), was inaugurated inside the �core zone.� This school envisioned imparting education for drop out fishing community children, funded by Action Aid Asia. However, queries about effectiveness arise. Yet failure also put under question Right to Education (RTE).
